Formerly, Warships/Otters have been used to send aid to other players. What Beatles is asking is what troop should be used to send aid, now that sending a ship is pretty costly.

The Kraken, which is found primarily in Scandinavian myth, was a huge sea creature. It was said to lie at the bottom of the sea for a long time and then it would rest at the surface....Like the Midgard serpent in the Norse myths, the Kraken was supposed to rise to the surface at the end of the world.

I think you should still use a boat(s)
but it would cost money and food for the trip, possibly more if the reciever is in another region
and the ship(s) would return in +-2 hours, though the aid reciever may recieve the aid immediatly.. (donno)
the bigger the load, the more ships you have to send and the greater amount of provision you must provide them with
