When everyone's happy with it, we might consider tweaking percentages by just 1-2 points here and there, as right now it's all multiples of 5%, not exceeding 10%.

Good idea, I'll set it up once we all agree on the races. I'm sure Zeph will have an opinion on it, he often spots long-term things in races that the rest of us don't.

Did some work on Macedon and persia, someone check me, to make sure it's balanced like I think it is. I have Persia as more of a military power that whoever had them at -5 for off and def.
