Alternatively, we assign a defensive value to peasants that is very small (say, 0.3?) and then we take the base amount of land that might be captured in an attack, and make possible_capture_land/land*peasants participate in the defense. That would mean something to high-ranking agrarians too.

Or maybe, based on your tax rate or leaders or something compared to theirs, the peasants might join you instead of defending against you.

Hawks and peasants should get less than a mouse's DP, but enough to make a decent difference. Having them at 0.3 would mean 7 to match a mouse, and mice are too easy to get. Whereas your peasants and hawks are limited.

If you kill somone you should get the resources would be a good idea... I don't think you should get any troops though because your economy could go into the minus.

I like the idea of peasent defense, but it still means very little unless standard attack is forced. I'd suggest a combination of the two.

Let me just set my tax to 1% as I attack you and put it back later.
And those who have high tax rates are just the ones who would benefit from the defence of peasants.
Hawks and peasants do not mix. Making the revolt of peasants based on hawks means industrial people will have a bit of a problem, though hawks reinforcing that may not be bad.
Making tax rate something that can be changed during and after a run makes it a bad factor to consider, but removing the ability to change it has negative effects on the already rare cashing strategy.
