Still, is a change of 150% actually enough to shift the "land gain advantage" in favour of scout? I imagine scouting would still give less land (unless attacks have been scaled down even further than I realised), but the real issue is that it comes without any risk at all. Scouting for marginally less land than what would be gained through attacking would seem the wiser prospect, as I can't really see anyone wanting to expend the troops/risk the retaliation that a "war" would entail.
Then again, I haven't played in years, so I'm in no position to have an opinion on this matter. I just add in the occasional feature/fix the occasional bug when asked.
