Well, this is marginally better, at least you see what everyone's got.
But my idea does address the issue completely. Freen, Rudder, you should take another look at it. It's not complicated and it's closer to how markets work anyway.

I really like this idea actually. It is how a market would work in the real world.What we could do, instead, is have the public market not be a store-house for troops at all. The troops still live in your barracks, but you can offer a certain number of them for sale, at a certain price (no delays) which you can adjust at will. You can also change the number you are offering at will. Basically until someone makes a purchase, nothing ever happens. (You might also want to set a certain percentage for sale instead of a specific number.) Bingo, problems gone. And it's how a normal market would work anyway. (Also, perhaps a commission on sales.)

Only problem with that is what happens when you lose troops/BM sell troops. Especially with the still existing BM, it will happen rather frequently. So does your number of marketed troops automatically adjust downward? What about upward? If not, what happens when somebody wants to buy 5 mil spearmen from me, and I only have 3 mil?

You're no worse off than you would have been if you'd had to PM those troops. I've thought about the scenario, and that's why the war restrictions might make sense. Or a hotbutton near the top to freeze/unfreeze the market goods. You'd set it when at war, unset it otherwise. Or use the CM more.
As to your point, Rudder, we'd only ever allow people to sell as many troops as they have (and only show that many on the market screen). Or up to the maximum sale percentage, though that doesn't make too much sense, you could just keep buying that percentage over and over.
By the way, I think we should also show the seller on the market screen, make it quite clear that there's no anonmity, so not only people who figure out the code know who's selling what.

IE: Maybe espionage should let you see people's market holdings.
Also, maybe instead rework a hawk spell so that it murders marketed troops at a rate of 5% but costs more turns than normal? I would think that should easily balance out how many guys you want on the market since they can now be spied and killed.
