If Jackpot starts at 1bil, and we have a 1/2 chance of a winner, then it shouldn't be drawn unless X number of people have bought tickets. Not if there is at least a one in two chance somone will win. If there is a one in two chance of somone winning, I'd say the lottery is worth it. Especily if the starting point is one bill. As soon as the restart starts, I'll start playing the lottery.
