Is there a way that I can make preset clans as admin? Or only users can make them?

Yes, currently only through the DB. I am considering adding it though.

If I do it through the database. How will I have a leader for the clan?

nevermind i'll signout preset clan leaders. It will go along with the roleplaying in the game.
