Dealing with Multis

How shall we deal with multis? We DO have very active admins, but not everyone can catch the cheaters. There have already been two kills by the same person.

I propose:

1. A special disabled type (say, number 9) for RESTRICTED accounts. RESTRICTED accounts will be able to use turns up until the end of protection - from then on, they may not use turns until set to normal.
2. By default, all accounts from the same IP are set to RESTRICTED.
3. For a RESTRICTED player each page will, just above the footer status bar, have an admin contact form.
4. The contact form sends an in-game message to #1 and e-mails to those admins who choose it.
5. An admin logs on and approves/disables RESTRICTED accounts.

(Note: Any account unrestricted will stay normal even if another account signs up from the same IP. Only new accounts will be RESTRICTED. Example:

Slasher signs up as Slasher (#56). He is normal by default.
gondor signs up as Runes (#57). He will be set to RESTRICTED and must contact the admins to be validated. Slasher will, however, stay normal.

I definetly say by default restricted.

I normally look at the IP and e-mails once a day. If I can get on, that is. If they have the same IP and e-mail, I normally set one to Multi, and allow the active account to respond telling why he/she has two accounts. If their story is credible, I will set both to a legal Multi.
