We don't go "Ooh, don't kill". We go "You kill a lot, you get killed". There's a difference between making an environment where if you kill once, you get killed, and some people joining together to kill someone who's just praying on the weak and killing alot. But I suppose I see what you mean, that is a playing style, and we shouldn't atomaticly declare it's wrong, just because we don't like it.

So who makes the decision whether someone is killmongering?
And what's to say many will find it fair?

The forum public. If more then one or two people are saying they have been killed for basicly no reason, then it would seem that they are killmongering.

Eh? Nothing, I guess. Nothing to say many will find in unfair, either.

More then two people, and they have to prove it's for no good reason. If their clan was at war with the clan of the people who killed them, it was a aceptable reason. (Not a good one, neccisarilly, depending on cirmumstances, but aceptable) But I'm begining to get your point, this shouldn't be made into a practice.

When all's said and done, the players make their own decisions, there is no policy unless the players in question decide it, so there is no reason to try to set down a way of government, because it is entirely arbitrary, and quite impossible. A thousand things, like someone changing their mind, a player or players who is/are a match for the existing government, can all change the course of events. In the end, this is a war game, so the most powerful faction will have their say while they keep their rein on power, and no longer.

When they have 4 kills in 2 weeks. Although, they can do what they want, they just might make many enemies.
