Be a race with a good scouting bonus. Then when you get a high net, hawk-scout.

There may be a minor bug with the Lottery. I bought five tickets and I have two #5's. So will I get twice as much if I win, or did I just waste extra money?

I never knew it didn't. I always use it when I get a decent net and can't get much from scouting regulary.
