You can only use standard assults right now with any success, no matter how much you are over someone else. You get attack defended, always Unless it was designed this way, i dont know. but standard assult is all you can use. Also hawks only espionage is working .
This issue is for now isolated to the case Slasher posted about (in the other topic). Guerillas and other attacks are working still on other players in cases.
