I'll quote the relevant bits:
Emphasis mine.Last night five former Conservative Cabinet ministers - John Gummer, Michael Howard, Sir Malcolm Rifkind, Lord Brittan and Lord Lamont - signed a letter urging the Government to stop the men being extradited.
They said the Extradition Act was passed in 2003 on the basis of two assurances: that it would be used for terrorist offences and that the US would ratify the treaty.
"Neither assurance has been honoured," the letter to The Daily Telegraph said. "In these circumstances, it is entirely unacceptable that British subjects should be extradited under the Act for alleged offences against British companies committed in this country."

Emphasis mine.Alex Stone is a British man who was extradited to the United States under the provisions of the Extradition Act 2003. No evidence was presented against him in support of the request for extradition, and after six months in a US jail the charge against him was dropped.
