Dens produce scrolls (AKA mana) and spies (AKA mages). I call them mage towers, or simply MT, out of habit, I should have said dens instead. You are correct, smithies, blacksmiths, and barracks are all different names used for the same building.

Spies are produced much differently than troops are. Your dens will get full, and once they are full they will not produce any more. For each den you have there is room for 100 spies. The closer to full your dens get, the slower they produce spies. For example if you are averaging 30 spies per den you will gain much more spies per turn than you would if you are averaging 80 spies per den. Scroll production is the same regardless of how many spies you have, or how many scrolls you have. So the simple answer to your question is there is no way to increase spies without increasing your dens.
As a Macedon I probably wouldn't bother with the heal spell unless I was at war and I needed every last turn for a kill run or a STD attacking run. [too much details] The cost/benefit ratio just isn't there for it. In 20 attacks you spend 100 turns if you use the heal function, or 88 turns if you use the heal spell. In essence you gain 12% more turns using that, but the cost of mana to sustain that would require a Macedon to have much more than 12% of his land in dens. [/too much details] In English, it's just more efficient to focus on building more smithys to produce more troops than it is to focus on building enough dens to create enough mana to use the heal spell.

Personally...Don't worry about it.
Some one just set some condition for the bounty to be fulfilled. Such as knocking you down to some rank or reducing your networth. And you get nothing out of it at all. So...if the reward is really small, no one will take it.
