For the first, no. It isn't really a necessary feature.
For the second, it is quite nice. When you go to execute a spy mission, select the dropdown box. As long as you use Internet Explorer or Firefox, it will show you if you can do a mission - green if you have the ratio and runes needed, yellow if you have the ratio but not the runes, and red if you don't have the ratio.

I can't actually remember the exact networth values... Perhaps someone else knows?
You can get troops/spies in protection, certainly. There IS a scaling mechanism in place, though... 1,000,000 Rats in RWL would be 1,000 Spearmen in FAF, so you won't see a massive number of troops.
