Yea, I think no heroes this round. I will add that to the game details post. We need to decide how the players will be divided up.

The standard procedure is to just create empty clans, make them open, and let the players trickle in. Many don't visit the forums, just the game, and several will forget what they saw in a forum post, but not a game account.

What? I've never seen that done, with the open clans.

If you want to assign teams by server, open the signups but lock the database. When people join, have an (impartial) admin find out who they are and where they're from, then assign them to clans based on that info, using the admin account.

I say impartial because an admin who was playing could make use of that knowledge.

You can also let teams choose their clan name before it's created and they are assigned. This way, not everybody would know what clan is what...

The first method you describe was the one I used to use. I switched to the latter method for Duels rounds in which the players decided which clan to be in -- such as ME vs. FAF.

If the round ever materializes, anyway. It's fully possible that by the time it does, if it does, your problems will be solved.
