It refers to the vim vs. emacs "war" over which is the better editor amongst UNIX geeks.

:! <command>

in vim runs <command> in the shell. So, :! emacs runs emacs in the shell. The joke is simply that that command would launch emacs through vim; something that, given the background of the "war", could be seen as "insulting" to the vim user.
