i install game and write this in my server

looks pretty self-explanitory to me
you need to make sure the server can write to the template's caching directory, which it nicely reminds you of
ie, chmod 777 /home/jesenjin/public_html/politicar/cache/templates

Just delete all of the files in your cache/templates/ directory and allow smarty to re-compile the templates.
