On the Testing (free-for-all) server, I've changed turns to come 5 per minute rather than 300/15 minutes. I hope this will make the bug appear, but if it doesn't, I might perform a similar scaling on WOA. The idea is that as turns come more often, we might learn more about the origins of the turn bug. I also lowered max turns on Testing.
Later, I'll add more debug logging, but for now just try to test the consistency of turns flow on Testing. Remember that the turns bug might have to do with max turns.
