BFR -- Reverting Some Changes

On BFR, I have temporarily made the following changes:

1. Reverted networth calculation that favors indies
2. Changed sackmodifier back to the original value
3. Halved tower defence back
4. Removed built land's defensive value



This is just so people don't have to get used to both the low troops and the anti-indy measures at once. Once the historical theme is figured out, we can try Ruddertail's changes again in another round.

Should we try to bring Rudder's net proposals back? The code for it is all still there. Of course, it isn't just net proposals, but a bunch of other things as well.
