The Kraken, which is found primarily in Scandinavian myth, was a huge sea creature. It was said to lie at the bottom of the sea for a long time and then it would rest at the surface....Like the Midgard serpent in the Norse myths, the Kraken was supposed to rise to the surface at the end of the world.

I am highly dissappointed. There is no "declare myself supreme ruler" option.
I did manage to ruin the economy twice over though. If I had not cared about CO2, or said screw the regs, I would have had a booming economy.

Several strategies combined, really. I figured them out during the first two games:
1. Never ignore the household. After a while, it becomes unhelpful, but there are myriad good policies there.
2. The "Popularity" score is only your popularity in the very last turn.
3. Never aid in negotiations; set an example and it will be followed.
4. If you have made your carbon bar disappear, don't focus on carbon any more, as the difference between 99% and 100% is very small, yet can give you a lot of leeway.
5. Don't be afraid to use options that emit CO2, as long as your overall balance sheet means near-0 carbon.
6. Use popular policies to push through unpopular policies. There are a few cheap and popular policies that can offset the bad ones. Use "Spin your policies", the various wind farms and tree platings, propaganda campaigns (recycling and climate change), etc. etc. to push through things like raising taxes, raising retirement, introducing carbon police, raising fuel taxes, introducing energy quotas, whatever. If you have a high popularity, consider it a mandate to push through unpopular stuff later, rather than as a goal. An ideal tradeoff is a just-above-50% popularity at the very end of the game. Any popular policies introduced that hit the popularity limit are just a waste. But never go under 50%... or you are voted out. Feel free to wreck your popularity with environmentally or fiscally sound policies in the very last turn, although I prefer to end in office...
7. Aggressively make money; that is, if any high-cash option comes up that you can push through, do so. Export energy and green technologies.
8. Invest in hydrogen infrastructure.
etc.
