As a document that not only brought about a complete shift between pre-war and post-war (WWII) state structure, but also laid the template for much of its functioning in virtually all modern Western states, that is to say, the founding document of modern social structures in most of the civilized world, I thought I'd post a link to the summary section of the 1942 Beveridge Report here:

There's commentary on the Report by George Orwell and Harold Wilson, for their respective fans.
Of course, it was never adopted in an unadulterated form, successive governments and foreign adopters and further thinkers have chipped away or altered the substance, but the essential force of it remains.
Kraken would find it interesting, I'm sure. I was prompted by the recent revival of political discussion. If you feel daunted by the length of the summary, just read the introduction until "SUMMARY OF PLAN FOR SOCIAL SECURITY". Or at least the introduction to the introduction, until "THE WAY TO FREEDOM FROM WANT".

I would sumarise ongoing political debate on this subject as rotating around the notion of services being "free at the point of delivery..."
I am totally committed to the idea of a National Health service, but this part of the concept is causing any ammount of problems in the Uk at the moment.
Also the cost of treatments versus their actual efficacy is becoming a contentious issue.

It was said to lie at the bottom of the sea for a long time and then it would rest at the surface....Like the Midgard serpent in the Norse myths, the Kraken was supposed to rise to the surface at the end of the world.

well it was published towards the end of the 1930's and formed the foundation of the National health service here in the uk, without googling I believe it led to the 1948 national Assistance act.Kraken wrote: ooo...
