I still think my player-issued bonds are a better solution... Assuming we can get folks to issue them.
Meh... Just because a solution has been suggested doesn't mean all other ideas are not worthwhile. I think a bank robbery mission isn't really a bad idea. It's power to take the previously untouchable is mellowed by the fact that the player may not have much in the the bank in the first place, and perhaps a higher cost to the attacker...I think you are kicking a dead horse at this point, a tentative solution hes been worked out
