As for this issue. I'm going to side with Freen (like what I say matters here). I always give empires the benefit of the doubt one time. If they are new I will explain what they did wrong, explain why it is bad, and give them a few tips to do better. If they keep doing it I STD them to 0 troops to teach them a lesson. New players are like little kids, you have to be nice to them.. then if that doesn't work you beat the hell out of them.

The reset is ALWAYS. Always the First day of the new month, at 12:01 Central time. Thats a constant.
