Making health a facotr in defense/losses

Unless i'm mistaken and i may be, if so please set me straight :-) right now health doesn't really play a factor on anything but attacking. Once you get down to 20% you
can't attack anymore.. What if we did this...
Make health a vital part of the game. Make it so both attacker and defender has to maintain high health. The lower it is, the easier it is to break his defenses.
Make health like a "readiness" of your troops. The lower it is, the less ready your troops are.
This isn't so much a part of reg game play as it is when at war. Right now the attacker has to have more units then the defender to win the battle. But let's say the defenders
health is lets say, 50%, then the attacker would only have to be able to break 50% of the defenders units in order to win the attack. We could also make it so one of the naval attacks lowers health while also destroying other units. here is an example:
My nation is at war. I am killed, so i restart with jets cause that is a good warring unit to kill others with. Then someone who has lots of ships hit's the target multiple times using the attack that lowers health, till the targets health is down to 15% then all i would need to send in to break the targets defenses is 15% of his jets defenses.. So if he had 5mill jets i would only have to send in 750k jets to break him.
( 5,000,000 * 15% = 750,000)
This makes it so restarts can get back in the action in no time at all. And makes warring a huge challenge.
Now out of warring details:
Make it so the more you send for a regular land grab, the more health you lose. If
you "send all" then you lose the max health compared to sending just enough to break the target then you would lose minimal health. This now makes wizzard spy ops more important and used more too.
I have more to add for this, but lets see what you guys think so far before i bore you anymore *laughs*..

Thats a horrible idea.Shadow I wrote: if you have 50% health, only half your army is used for attacking and defending, etc. If you have 0 health and you get attacked, your entire army dies one hit, although I don't think it is possible to hit 0 in FAF

You simply can't attack under 20%.
The 0% rule was great fun for attacking people who had wasted themselves down to low health, or against newbs who had built in large armies. It is always fun to see your handful of rats killing 21 million of the other chap's rats. But it's quite silly so we have the 20% rule.
