If anything, make it take a couple of hours for stuff to arrive to the CT - any other option is stupid IMHO

Only problem with the delay only is that it can still be used as an extension of the bank for the next run. I think a combination of 6 hour delay and limited or no CT use if you are 3x higher than the next highest person in the clan will solve most of the problems.
