Suggestion: Stockpile
What if we simply reduce sacking power by a considerable margin and then implement anti-storing measures on stocks and the markets? That way, you won't be completely bankrupted and yet you also won't be able to stash away massive amounts of resources.
Couple that with, say, x10 bank capacity.

Only problem is, that still leaves people with no way to store food, outside of treasury.
Otherwise, that'd work quite nicely. Perhaps just implement a "Grainery" which is like the bank, only for food?

Beatles: Because that kind of strat just isn't feasible with this. As far as I can tell, gondor made his net jump on $1 - 1.5 Trillion cash, spent for troops that were stored on the market. Now, according to this proposal, he would have needed to get a Net of $2 - 3 Billion to store that 1 - 1.5 trillion cash. Thus, storing it as such would have been nearly impossible. It would have been exposed to sacking through the entire time.
So, it would allow some minimal storing, but not enough to pull a store, store, store, jump strat.
If we want to destroy stock storing, we also(as in, in additon to current plans) need to limit the amount of stocks a person can buy, based on NW, or something.
Here is my plan to eliminate stock storing:
Limit stock transactions to once a week.
Limit total number of stocks people can buy. Perhaps a good way to cap this would be based on the number of players in the game.
Limit the amount of a stock that could be traded on any one day (say, only 50% of the total volume of stock owned by a player at the start of the day could be traded, either bought (leaving the player with a total of 150% of their starting total), or sold (50% of starting total).
Perhaps also charge a small commision anytime more then 5 trades are made. (5% commission.) This would discourage excess shuffling of stocks.
