How do turns stored work?

Like the title says.. How do turns stored work? Do you get them back later? How do they get there?

Say you have 150 turns stored and 200 turns for you to use, and you wait for the next ten minutes to come around before you use a single turn. Instead of getting 2 turns after the ten minutes, you'll get 3.

So, in other words, stored turns release an extra turn until you run out of stored turns.
