What's the difference between having your clan treasury open or closed? You can deposit and withdraw regardless, so does opening it allow non-clan members to use it or something?
When the Treasury is closed, those who are not officers in the clan (leader, assistant, first and second diplomats) cannot withdraw from it. When it is open, they can. Non-members can never view or access it.
