Just in case you missed it.
Upon further reflection I think the bill will probably pass. He is pushing pretty hard for it, despite the fact that he knows absolutely nothing about it. That tells me he is doing it in exchange for some type of a favor. If the telecoms were able to buy off the chairman then I can imagine that they will be willing and able to buy off others as well.
Not only that, if there was no chance of the bill succeeding he wouldn't have bothered spending political capital on a lost cause. If it's outcome were iffy his speech's would be both well written and rehearsed. He would have had to make a concerted effort to try to win some votes. If enough congressmen had been bought off then all that would have been needed was a cursory speech that need not be informative, well written, or persuasive. And that's pretty much what happened. I realize this makes a lot of assumptions and is probably influenced by my cynicism, but...
I know the voices in my head arn't real but they usually have some pretty good ideas.

I really think no one in congress really gets this issue. This is not about consumers paying more. This is not about makeing a more efficent network. This is about saying who is allowed to send thier packets across the network at a reasonable speed, and who is not, effecively blocking anything that could compete with the Telephone companies (if your ISP is also your telephone provider) or cable companies (if your ISP is also your cable provider). Cable wants to block other people's streaming media, telephone wants to block VOIP.
The "last mile" providers arguments are rather bogus, IMHO. They are not paying for increced capacity of the Internet, the backbone providers are. Those backbone providers charge almost nothing compared with the last mile providers charge consumers, yet it is the cable and telephone providers who are complaining. It seems as if Seneator Stevens is amung the many who do not get this distinction between backbone providers and ISPs. In responce to the "most efficent network" argument, a regulation could be written to simply sidestep the issue entirely. Ban descriminiation based on who is provideing the packets, not what kind of packets are being sent.

ROFL, it's got the audio from his speech. You can hear 10 minutes of stuttering, stammering, repetitions, absurd analagies etc directly from the man himself. About the bill, of course it will pass, there are very few senators under 50. And I doubt very much whether they have idea how the internet works or even what a computer is for other than a magic box that they can get messages from other people on. Technology has advanced so far so fast in this area, that unless you use it daily like we do, you will be pretty much completely lost. My dad is the only person over 50 I know who knows as much as I do about computers and the internet, and that's because he uses it daily in his job.

PCs and the Internet /are/ magic boxes into which we type in and all kinds of stuff comes out. Some of the things we put in are credit card numbers, and more kinds of things appear. Sometimes we talk with companies and technicians come round and yet different things appear, or appear differently (faster). None of us could explain how any of it works with sufficient accuracy for even a team of electrical and software engineers to build it. Therefore it is a magic box as far as we are concerned. All the analogies about tubes and boxes and all are just as acceptable (or unacceptable) as any detailed explanation you or I could make. That's not the point.
The point is, the senators need not understand how it works. All they need to understand is the simple concept that "Net Neutrality" is discrimination (and they have been able to comprehend this in the past: look at the common carrier law). It's just that, apparently, some don't wish to understand the issue.

The problem is not one of construction, but one of interest. They do it in Switzerland (not electronic, but paper) and everyone considers the system highly stressful. I can't cite statistics, but I read in a book about the country that more people there burn out than in any other European country, and the authors hypothesized this was due to the voting system.
Besides, the public has a very, very, very short foresight -- it's probably better if they're not in direct control.
