Is Prod too strong? I'm of the opinion it lets you sell your entire troops within just a few uses. I implemented it, but I'd be willing to decrease it. Currently, one Prod mission does for you what the turns script does in 50 minutes (for markets that is). Is that too much? Please try it and think.

Also, Bazaar now works - please test.

I don't use a strat that requires a lot of troop selling, only the occasinal when I have too many troops. And I could use the public market for that. But if you run an indy strat, and rely on the money for upkeep, it would make a major difference. Since hawks seem to be better then indy right now, I wouldn't change it, because indying would suffer. Then again, maybe most people don't use it, and if it were used, indy would be better then hawk. But I'd leave it in for now, and see what happens.

Well, as long as (and I emphasize) the amount of leaders does not affect prod.
I'm sure it'll balance indy. After all, indy revenues don't anywhere near rival leader cash gain.

But, to watch list, because I'm guessing there are ways to exploit it.

And, we may not want some emperor using this to keep too much of a lead.

So, limits, somehow?
