Rune shortages are all that stand between industrialists and destruction by hawks.
I will say that I've often seen those with more mice than runes.
The rune price needs to be high enough so buying runes and looting is unprofitable.
Though buying runes and foraging food to sell privately might work.

How much is a unit of food worth for networth? What about ruins?
Prices should be around 2 to 3 times the amount, mabey more. You should be able to buy reasources without effecting your networth too much to prevent food massing.

If player B is going indy with full guards, player A should be able to buy runes and steal from B at a profit. When A comes back, he should be able to sack/hawk kill B in retal. A should not be able to buy food for net, only troops, and those cost him upkeep. B should not profic it he buys runes to loot/forage.
