Took the words out of my mouth. By sheer amount of associated tradition, a timeline-based "ranking" is quite good.
You can't really compare the USA now and the British Empire at the height of its power, especially considering that one is a republic, but the times are completely different, nukes, etc. By population percentage of the globe, probably British.
Anyways, where does that leave pirates, which aren't a nation, and are harder to gauge, and Switzerland and Canada, which pretty much just sat tight and never flexed their muscles?

I never said there weren't pirates now. There are, anywhere from people who ileagally download music to people who still do rob ships, though now they use motorboats and machine guns, rather then sailing ships and cutlasses. But, what I mean was that they weren't a major world power like they were in the 16 and 1700s. They don't have the capacity to take on the autorities, like some of the pirate groups back then.
